“When Israel was a child, then I loved him, and called my son out of Egypt. The more the prophets called them, the more they went from them: they sacrificed unto the Baalim, and burned incense to graven images. Yet I taught Ephraim to walk; I took them on my arms; but they knew not that I healed them. I drew them with cords of a man, with bands of love; and I was to them as they that lift up the yoke on their jaws; and I laid food before them. They shall not return into the land of Egypt; but the Assyrian shall be their king, because they refused to return to me. And the sword shall fall upon their cities, and shall consume their bars, and devour them, because of their own counsels. And my people are bent on backsliding from me: though they call them to him that is on high, none at all will exalt him. How shall I give thee up, Ephraim? how shall I cast thee off, Israel? how shall I make thee as Admah? how shall I set thee as Zeboiim? my heart is turned within me, my compassions are kindled together. I will not execute the fierceness of mine anger, I will not return to destroy Ephraim: for I am God, and not man; the Holy One in the midst of thee; and I will not come in wrath. They shall walk after Jehovah, who will roar like a lion; for he will roar, and the children shall come trembling from the west. They shall come trembling as a bird out of Egypt, and as a dove out of the land of Assyria; and I will make them to dwell in their houses, saith Jehovah. Ephraim compasseth me about with falsehood, and the house of Israel with deceit; but Judah yet ruleth with God, and is faithful with the Holy One. ”

My heart is turned within me, my compassion is aroused. I will not execute the fierceness of my anger. I will not return to destroy Ephraim: for I am God, and not man; the Holy One in the midst of you; and I will not come in wrath. They will walk after Yahweh, who will roar like a lion; for he will roar, and the children will come trembling from the west. They will come trembling like a bird out of Egypt, and like a dove out of the land of Assyria; and I will settle them in their houses," says Yahweh. Ephraim surrounds me with falsehood, and the house of Israel with deceit. Judah still strays from God, and is unfaithful to the Holy One.”

But the more I summoned them, the farther they departed from me. They sacrificed to the Baal idols and burned incense to images. Yet it was I who led Ephraim, I took them by the arm; but they did not acknowledge that I had healed them. I led them with leather cords, with leather ropes; I lifted the yoke from their neck, and gently fed them. They will return to Egypt! Assyria will rule over them because they refuse to repent! A sword will flash in their cities, it will destroy the bars of their city gates, and will devour them in their fortresses. My people are obsessed with turning away from me; they call to Baal, but he will never exalt them! The Divine Dilemma: Judgment or Mercy? How can I give you up, O Ephraim? How can I surrender you, O Israel? How can I treat you like Admah? How can I make you like Zeboiim? I have had a change of heart! All my tender compassions are aroused! I cannot carry out my fierce anger! I cannot totally destroy Ephraim! Because I am God, and not man– the Holy One among you– I will not come in wrath! God Will Restore the Exiles to Israel He will roar like a lion, and they will follow the LORD; when he roars, his children will come trembling from the west. They will return in fear and trembling like birds from Egypt, like doves from Assyria, and I will settle them in their homes,” declares the LORD. God’s Lawsuit against Israel: Breach of Covenant(12:1) Ephraim has surrounded me with lies; the house of Israel has surrounded me with deceit. But Judah still roams about with God; he remains faithful to the Holy One.”

“As the morning passeth, so hath the king of Israel passed away. Because Israel was a child, and I loved him: and I called my son out of Egypt. As they called them, they went away from before their face: they offered victims to Baalim, and sacrificed to idols. And I was like a foster father to Ephraim, I carried them in my arms: and they knew not that I healed them. I will draw them with the cords of Adam, with the bands of love: and I will be to them as one that taketh off the yoke on their jaws: and I put his meat to him that he might eat. He shall not return into the land of Egypt, but the Assyrian shall be his king: because they would not be converted. The sword hath begun in his cities, and it shall consume his chosen men, and shall devour their heads. And my people shall long for my return: but a yoke shall be put upon them together, which shall not be taken off. How shall I deal with thee, O Ephraim, shall I protect thee, O Israel? how shall I make thee as Adama, shall I set thee as Seboim? my heart is turned within me, my repentance is stirred up. I will not execute the fierceness of my wrath: I will not return to destroy Ephraim: because I am God, and not man: the holy one in the midst of thee, and I will not enter into the city. They shall walk after the Lord, he shall roar as a lion: because he shall roar, and the children of the sea shall fear. And they shall fly away like a bird out of Egypt, and like a dove out of the land of the Assyrians: and I will place them in their own houses, saith the Lord. Ephraim hath compassed me about with denials, and the house of Israel with deceit: but Juda went down as a witness with God, and is faithful with the saints. ”

But I was guiding Ephraim's footsteps; I took them up in my arms, but they were not conscious that I was ready to make them well. I made them come after me with the cords of a man, with the bands of love; I was to them as one who took the yoke from off their mouths, putting meat before them. He will go back to the land of Egypt and the Assyrian will be his king, because they would not come back to me. And the sword will go through his towns, wasting his children and causing destruction because of their evil designs. My people are given up to sinning against me; though their voice goes up on high, no one will be lifting them up. How may I give you up, O Ephraim? how may I be your saviour, O Israel? how may I make you like Admah? how may I do to you as I did to Zeboim? My heart is turned in me, it is soft with pity. I will not put into effect the heat of my wrath; I will not again send destruction on Ephraim; for I am God and not man, the Holy One among you; I will not put an end to you. They will go after the Lord; his cry will be like that of a lion; his cry will be loud, and the children will come from the west, shaking with fear; Shaking with fear like a bird, they will come out of Egypt, like a dove out of the land of Assyria: and I will give them rest in their houses, says the Lord. The deceit of Ephraim and the false words of Israel are about me on every side. ...”
